Which version of josm did you use?
I noted you launched josm using a system installed /usr/share/josm/lib/josm.jar 
Maybe you need to file a bugreport with your linux distribution?

I tested to launch josm (version 5990) using icedtea-web 1.2.3 and it
http://josm.openstreetmap.de/download/josm.jnlp
And it start up correctly.
