[rfc][icedtea-web] Extract URL processing in TinyHttpdImpl

extracted some lines out of run() into new method urlToFilePath()

tests/test-extensions-tests/net/sourceforge/jnlp/ServerAccessTest.java: 
unit tests added for new urlToFilePath()
