I am not entirely clear on where this problem is. You mention both 'plugin' and
'javaws'. These are completely different program and use different ways of
obtaining the proxy.

I suspect the problem with javaws was fixed by:

But I don't see what could be wrong with the plugin. Could follow the steps on
http://icedtea.classpath.org/wiki/IcedTea-Web#Filing_bugs and attach the logs
for the plugin?
