[rfc][icedtea-web] plugin should read configuration from XDG_CONFIG too

Hi!

When I migrated java to XDG, i forgot to plugin :)
So this patch is fixing it.
I do not wont to clone whole migrating policy, so thats why it reads old configuration first
run 1:
  - plugin reads pld configuration
  - java migrate all content

run 2
  - plugin tries old configuration, will not find, try XDG new one
