[rfc][icedtea-web] small refactroing (jdk7like) for jnlpclasslaoder

Does not look like, but only:
  @overide
  final where possible
  try with resources
  multicatch
  isEmpty()
and
  diamond

Apart of this, there was quite interesting, hardcoded unconfigurable constant of "strict". I made it 
run time configurable.
