[rfc][icedtea-web] fixing the not downlaoded href in jnlpfile

the hreffed jnlp file was not used if its caller was remote file. This patch should fix it.

please note the changed reproducer. The change is exactly coresponding  with I changed in Luncher. 
So I hope it is correct.
