[Bug 729] GTKLookAndFeel should be the system look&feel on all GNU/Linux desktops

The change that was committed only enables it for local X connections.

Also, for GNOME, the GTK+ look&feel has always been the default (even over
remote X), the change lets other desktop environments also benefit from the
same system integration.

… as they should! (That should really be the default in Java to begin with!)

Users will actually see Java applications that match the look&feel of all other
applications on their system and do not look ugly and out of place as before.
