Hello,

I have attached the Partial Signing Reproducer Tests we worked on.
Running the tests on your latest patch two of the tests were failing 'testPartiallySignedAppletWithSandboxPermissionsInManifestLaunchWithSignedHTMLApp' and 'testPartiallySignedJNLPAppletWithSandboxPermissionsInManifestLaunchWithSignedApp', what seemed to fix it was getting rid of 'signing != SigningState.NONE' in checkPermissionsAttribute(). For some reason the signing variable is not correctly identifying as Partially Signed.
