[rfc][icedtea-web] fixed AppTrustWarningPanel "hidding buttons"

Hi!

The AppTrustWarningPanel have bad behavior when is getting smaller.  The buttons hide under panel, 
which is adapted to page url width. This can be sometimes long.  So buttons disappear always.

On screenshois both bad (lower) and new version (upper).
