[rfc][icedtea-web] ignore npe in pac

When debugging, one need to set a lot of to ide already. Setting valid apc provider is one of those. 
Afaik it unnecessary burden - yes the pac will be broken, but one is not debuging pac every day.

For head adding also closeables...

Thoughts?
