[rfc][icedtea-web] minor cleanup in @@ and licenses in doc generator

No other except @BOLD_OPEN/CLOSE@ are actualy needed. Before we agree how to get rid of @@ markup 
completely, I would like to clean in it a bit.

Also I found three missing licenses.
