Pre-release versions should look for their tarballs in the same location as the
final release. This includes HEAD, so if 3.0.0 is being developed on HEAD prior
to branching, it should obtain drops from:

http://icedtea.classpath.org/download/drops/icedtea8/3.0.0

This keeps the HEAD and branch Makefiles in sync and simplifies logic in
distribution packages.
