The code in src/solaris/native/sun/nio/ch/sctp/ relies on being able to dlopen
libsctp.so (provided by lksctp-tools). We should provide the option to check
for this at compile-time, as we do with other such dependencies, and use the
system headers, rather than the in-tree copy.
