At present, the Javadoc files are installed in $(docdir)/html. We should
instead use $(htmldir), allowing the user to specify an exact path using a
different configure option to the one for other documentation (README,
AUTHORS).

We should also install the content of docs to stop it becoming a subdirectory
of 'html' i.e. /usr/share/doc/icedtea7/html/ vs.
/usr/share/doc/icedtea8/html/docs/
