[rfc][icedtea-web] unconsistent behavior on NoClassDefFoundError

Hello!

In shadow of http://icedtea.classpath.org/bugzilla/show_bug.cgi?id=2219

and my resolution of http://icedtea.classpath.org/bugzilla/show_bug.cgi?id=2219#c4

I created reproducer to cover thisbehavior.

jnlp-applet is behaving in contradiction abov taht #c4 statement of mine. It actually survives 
NoClassDefFoundError in init and start (unlike application and unlike browsers or -html ....)


Currently I dont know how, but Iwill debug.

Thoughts?
