I suggest that images be located under target
e.g.:

distribution/target/image
distribution/target/agent-image
[...]

Also have some configuration to include/exclude images (e.g. only build agent
image, build all images, only build full image, etc.)

This could be done through a configuration file that sets properties in the
maven  plugins under distribution's pom.xml or through maven build profiles.

As to figuring out the required bundles, running 'thermostat agent
--print-osgi-info' and using that as a list should work.
