Could you please try your JNLP application with the version of
IcedTea-Web that is bundled with Red Hat MSI installer of OpenJDK 8
(direct download link, requires free RH account:

I suppose some patches related to caching on Windows were not added to
IcedTea-Web (the one from
https://icedtea.classpath.org/wiki/IcedTea-Web) where the progress with
Windows EXE launcher and overall Windows support is a bit stalled.
