The packaging is most likely very badly done, or you did something unexpected.

 icedtea-web-mozilla should depend on icedtea-web as  all those jars are shared
between javaws and  libjavaplugin

You should be creating no symlinks at all. Your package should be doing that.

Before any more symlinking, please check "Then please check, where binary of
IcedTeaPlugin.so is searching those jars"
