I assume this is not plugin, but javaws.

Of course you cant grant permission to application which is not fully signed.
If you wont to run unsigned code without sandbox, enjoy --nosecurity switch,
but beware!

Much better would be to notify author of application, and advice him to
correctly sign his release.
