Russian translation of IcedTea-Web Policy Editor

Hello! I've translated IcedTea-Web Policy Editor into Russian, please 
find attached the .properties and .desktop files. I've also noticed some 
mistakes in the English version along the way - they are listed in the 
attached text file.
