prerelase of icedtea-web 1.8

Hi,
I quickly tested the portable builds and I noticed the archive is larger
than necessary as several java libraries are present in multiple locations:

│   ├── ecj.jar
│   ├── js.jar
│   ├── junit.jar

└── win-deps-runtime
    ├── js.jar
    ├── mslinks.jar
    └── tagsoup.jar

2 questions:
- Is the win-deps-all folder still necessary (at runtime) ?
- Maybe it is time to unify linux / windows deps folder to reduce the
package size. What do you think ? it should not be too difficult, but maybe
too late to fix Makefile / automake ...
