The introduction of jdk.disabled.namedCurves means we need to patch its default
value so it doesn't list curves that have been removed.

The inclusion of JDK-8035166 also means that CurveDB.java is now located in
sun/security/util instead of sun/security/ec, and so the file path in the patch
needs to be updated.
