GitHub repository improvement - looking for a reviewer/sponsor

Hello Jeff and Jasper, and Happy New Year!

I propose a minor improvement to the visual representation of the
GitHub repository
"openjdk/duke". The repository already has a file called
"welcome.jpg". I suggest putting
this image into a Markdown file README.md, which GitHub would render
[1] when the
users land on the URL "https://github.com/openjdk/duke".

This proposal is published as a pull request [2]. It needs a reviewer
according to the
bridgekeeper bot. In other OpenJDK repositories, as far as I
understand, such contributions
also need a sponsor and a ticket in the bug database, but I don't know
the workflow here.
The "Skara process" seems to have been added by the first PR on GitHub.[3]
