Hmm, sorry about that.  I'll ask someone to look into it.

Yes.

I don't think that pointers into the user database or detailed process
instructions belong in the Bylaws.  Things like that can change from time
to time, and we want to be able to change them without having to ratify a
new version of the Bylaws -- which is a fairly expensive undertaking.
