OpenJDK Governing Board CFV: New Serviceability Group Lead: Staffan Larsen

Dan Daugherty recently resigned as the Serviceability Group Lead [1].
Staffan Larsen was voted in as the new Lead shortly thereafter [2].

Governing Board members: Please vote on whether to ratify this change,
as required by the Bylaws [3].  Votes are due in one week, by 01:00 UTC
next Saturday, 20 August 2016.  Votes must be cast in the open by
replying to this message.
