CFV: New Graal Committer: Morris Meyer

I hereby nominate Morris Meyer to Graal committer.

Morris has made the following significant contributions to the Graal OpenJDK source base:
- Several enhancements to the PTX backend [1].
- Support for PTX code loading [2].
- Initial support for SPARC [3].
