CFV: New Graal Committer: Roland Schatz

I hereby nominate Roland Schatz to Graal committer.

Roland has made more than 150 commits to the Graal OpenJDK source base, most notable areas of contribution:
- Improvements to the linear-scan register allocator.
- Improvements to the AMD64 backend.
- Design of an extensible mechanism for declaring compiler phases.
