Webrev for edits to Okra API

Hi everybody,
In order to let some other projects work with our Okra HSA layer, we 
changed the API a bit. The new compatible Okra with simulator is already 
posted in the http://cr.openjdk.java.net/~tdeneau/ like the previous 
ones were. We bumped the version of that to 1.10.

Here is the webrev to use this new API:
