NPE with -Dgraal.Dump flag

Sorry, that’s my fault.  I added a try/finally there but bound the wrong part.  I’ll push a fix for it.  The exception only happens in cases where CFGPrinterObserver wasn’t going to do anything so it’s relatively benign.
