GraalVM 0.19. release

Hi guys,

GraalVM 0.19 with the latest bits of Graal, Truffle, Graal.JS, 
Ruby+Truffle and FastR just landed on OTN.

The bits are from early December and based on Truffle 0.21 and LabsJDK 8 
with JVMCI 0.23.

Next release should arrive mid February.
