JVMCI 0.43 released

JVMCI 0.43 contains the following changes:

[GR-9605] Merge with 8u171.
[GR-8129] Add simple access to the CompileLog.
[GR-9490] Make jvmci build work on Windows.
[GR-9523] Add null checks during construction of HotSpotVMConfigStore.
[GR-9336] Require Override annotations.
[GR-9209] Fix problem with virtual constructors and new warning.
