handling of pull requests from new contributors

I'd image that bots know if a PR's author has an OpenJDK Author, hence for cases when PR's author doesn't have JBS account and there is no bug-id in PR's title, they can 
a) provide people w/ guidelines on how to seek for a sponsor to open a new JBS for them (which includes suggesting mailing lists, providing link to the Guide, by-law, etc; 
b) add labels to such PRs so it's easier to find "stuck";
c) send notification to a special list
