This might be worth bringing to skara-dev for discussion. It might be
that the BOT could add a comment when a PR can't be linked to a JBS
issue and that comment could explain to the submitter that they may need
to come to the mailing list to find a sponsor. In many cases it is
helpful to have the discussion on the mailing list first anyway. I'm not
saying the Guide doesn't need to cover this too of course.
