CFV: New JDK Committer: Stuart Marks

I hereby nominate Stuart Marks (smarks)[1] to Developers' Guide Committer.

Stuart is a member of the Oracle JDK Core Libraries team and has through the years proven his solid knowledge in OpenJDK development processes in many different ways. Over the last year he has been active in the Developers' Guide Project and has contributed with wisdom through thorough reviews and by authoring sections to the Guide.

Votes are due by 2021-08-31 23:59 UTC.
