RFR: Backout of backport

This discussion was raised in the review of #66: How should we handle the backout of a backport where the main issue is not backed out? The proposed process has been discussed in a few different forums and even though it has a few drawbacks it seems to be the solution that is most in line with our other processes and invariants.
