Yes, the problem is with down stream projects of OpenJDK. I don't see
that the problem is limited to Oracle's sub-repos, but I don't know if
other projects are overlaying sub-repos. If they are then they could
specify them also.

True, it is not that common. Maybe not worth trying to fix.
