Review Request: Final Shark buildsystem piece

Hi all,

This webrev contains the final piece that integrates Shark into
the OpenJDK build:

I kept this separate from the main commit because I thought it
needed approval by build-dev, but Kelly said it needs approval
by the HotSpot team.

I don't have a bug id for this.
