[9] RFR (S): 8049530: Provide descriptive failure reason for compilation tasks removed for the queue

Right now, failure message is empty for tasks removed from the queue 
before compilation is started.

The fix is to add descriptive message when a stale task is removed or 
compilation is disabled.

Testing: manual.
