RFR(M): Backport of 8069412 : Locks need better debug-printing support

I should have done this yesterday, but I did arrange a week of vacation before leaving so I can fix this WFH if necessary.

This is a backport of 8069412.
It was not a straight import of the patch.
The reason for the backport is that the bug that inspired the rant that became the bug
is actually an 8u bug, and still needs fixing/investigation.
