RFR (XXS): 8067012 : Don't create MDO for constant getters

Vladimir,

It doesn't affect any test. There is a 
compiler/tiered/ConstantGettersTransitionsTest.java that checks that 
such methods will go to the 1st level only, but they go there anyway 
regardless they have or not MDO.
