RFR (XS) 8140389: Remove StringCharIntrinsics flag after JDK-8138651 is fixed

Hi,

This is a post-integration cleanup for Compact Strings. Before
JDK-8138651 (-XX:DisableIntrinsic matches intrinsics overly eagerly) was
fixed, we had to have our own diagnostic option to disable String
intrinsics. We don't need that option anymore, as the regular intrinsic
control works now.
