RFR(S): 8066154: JEP-JDK-8046155: Test task: huge directive file

Hi,

please review this new stress test for CompilerControl. Test creates huge directive files to check that VM can handle it.
This change also renames DirectiveParser to DirectiveParserTest and makes it use the same utility class as a stress test.
