RFR (M): 8143308: Add inline checks and tests

Hi,

please review the following change to the CompilerControl test framework, that corrects inlining.
- Make inlining write to c1/c2 and both blocks in directives
- Add Enable option to make blocks always be enabled
- Add the ability to extend BaseAction to be run with another 
- Fix incorrect State building for DirectiveBuilder and JcmdStateBuilder
