RFR: 8144028: Use AArch64 bit-test instructions in C2

We passed Feature Complete day and, as result, all Enhancements pushes to jdk9 have to be approved.
But your case is different since you changee only your platform.
Let me ask around if we need approval for this. May be Alejandro knows.
