RFR: 8162852: Mark stress compiler and gc tests with stress keyword

Thank you, Leonid, for offlist explanation.
Tests will be moved to different testing tier since their long execution 
time.
These tests run fixed (and long) time instead of until completion. And 
"stress" keyword is already used for similar tests.
With this information I agree with changes.
