RFR: 8171537: aarch64: compiler/c1/Test6849574.java generates guarantee failure in C1

Only P4 and P5 bugs are affected by "Rampdown Start" January 5. That is 
what we talking about now. As usual Hotspot should have these fixes 2 
weeks before January 5 to have time for fixes propagation into master 
jdk9/jdk9.

We can still push P1-P3 bugs fixes until ZBB, Feb 16 (or 2 weeks before 
for Hotspot):

So make your bugs at least P3 if you need to push them into JDK 9.
