RFR (XXS) 8209587: Update test/hotspot/jtreg/ProblemList-graal.txt

Hi All,

please review changes in test/hotspot/jtreg/ProblemList-graal.txt to match latest Graal testing status.
I removed compiler/jvmci/TestValidateModules.java because 8194942 has been closed as not reproducible
and moved gc/arguments/TestVerifyBeforeAndAfterGCFlags.java as this test relates to 8196611.
