Who first caught my attention about that issue was Swati from AMD.
I basically only confirmed the issue on PPC64, reviewed her initial change and
after Derek confirmed it also fixed the issue on AARCH64 I offered to host
Swati's final version, which is now v3 after you, Derek, David reviewed it :)

Hence I added the following to the commit msg:

8189922: UseNUMA memory interleaving vs membind
