RFR 8208183: update HSDIS plugin license to UPL

Hi David,

thanks for finally doing this change!

The patch looks good but it seems to be against jdk8.

Shouldn't this issue be fixed in the head revision (i.e. jdk/jdk)
first and then be down-ported to 11, 10, 9, 8, 7, 6...
