RFR(XXS) 8194958: [Graal] disable compiler/c2/cr7200264 tests

Hi All,

please review extra small change which adds "!vm.graal.enabled" to disable 2 tests from running with Graal.
According to Doug these tests are C2 specific and are not relevant to Graal.

testing: run tests with Graal (both tests were skipped) and without Graal (all passed)
